Argusvr2.exe Acquiring Locks On ARGUS_APP.USER_CASE Table (Doc ID 2727856.1)

Symptoms

Argusvr2.exe process try to delete data from ARGUS_APP.USER_CASE and try to acquire locks via lot of database sessions.
This resulted into many Oracle Argus database sessions were blocking each other on this table and database was not responding to users.
This lead to Argus downtime.

Why there were sessions from Argusvr2 and try to delete the data from ARGUS_APP.USER_CASE table while there were no relevant case list available in this table?

The expectation is that this table will be used only by batch/periodic report processes and not by regular Argusvr2 sessions.
