Screen Hangs When Trying to Access Product Characteristics in ALM Process on Websphere

In an environment with Websphere, when attempting to define an ALM Process, the screen hangs selecting Product Characteristics. There is a spinning hourglass / sand clock.
Additionally, the following error exists in the alm.log in the OFSAA web server directory:

As a result, you cannot complete the definition of an ALM Process.
