Symptoms

12.2.8
with Drop Patch 12

Customer cannot extract BOM entity (ITEMSTRUCTURE)

STEPS
---------
1. Applied DROP 12 to fix issue trying to load BOM into Cloud when they were on Drop 10
2. Now BOM will not extract at all.
3. Other entities will extract without issue.

ANALYSIS
-----------------
There are no rows in MSC_APCL_CATEGORIES , then during extract - no rows are inserted into MSC_EBS_FUSION_COLL_FILTERS
This appears to be the reason BOM is not collected.
