FAs Should Not Be Created From DSS-T Start Service When Installation Options Create Field Activity Start Stop Is Unchecked (Doc ID 2730175.1)

FAs should not be created from DSS-T Start Service. User no longer wants FAs to created right away during a Start/Stop. Which is why the configuration in installation options was unchecked.

Setup in "Installation Options - Create Field Activity Start Stop" is unchecked. When we tested this with DSS-T in our test environment, FAs were created, but there shouldn't be FAs created because of the configuration setup in Installation Options.

The expected results is that no FA will be created right away during a Start/Stop because the Installation Options - Create Field Activity Start Stop is unchecked.
The issue can be reproduced at will with the following steps:
1. Start Service from DSS-T.
2. Check Start/Stop in CC&B. Notice that FAs are still created even though it's configured not to.
