Enable Service Does Not Prorate To Service Date For Smart Meter (Doc ID 2731128.1)

Symptoms

Enable Service orchestrator is configured to prorate at the service date. The prorate to service functionality is not getting triggered when the meter associated to the service point is smart. It used the available read to start the service on the read date time.

STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Start a service 1/1/2020 for the service point (SP).
2. Note that Field Activity got completed.
Check the Start Service Orchestrator and note that it completed with the 1/5/2020 read and no proration happened.
3. US/SP Override start date is updated with the 1/5/2020 Read.
