Recurring Bundle Impact Causing By TTC

Symptoms
The issue can be reproduced at will with the following steps:
1. Enable the TTC(Tariff Time Change)
2. Configure the price plan and pass the usage
The product plan is such that subscription granting monthly grants through cycle_forward_monthly events,
Enabled grant a month in advance to avoid any session issues during continued session to next month.
For eg. 40 GB plan purchased on 10th Mar.There is a conditional RUM which is grants a loyality points once in 100 days.
The data buckets are granted as follows,
bucket 1 valid from 10th Mar to 31st Mar
bucket 2 Valid from 1st Apr to 30th Apr
When TTC is enabled.
If the usage is made on March 31st 11:01 PM or later it is understood to block the reservation on both the buckets (bucket 1 and bucket 2)
However usage is made on 16th March at 11:30 PM here, there isn't the validity of the reservation moving to next month period to impact on bucket 2.
