OFSAA Application Page Does Not Open After Successful User Login After Database 19c Upgrade (Doc ID 2731928.1)

Symptoms

On OFSAA 8.0.6.4, the OFSAA Application page does not open after user is login successfully.  A blank page appears.


Database was upgraded to 19c but Oracle client on OFSAA server remains at 12c.

The issue can be reproduced at will with the following steps:
1. Attempt to login after upgrade database to 19c.

Upgraded database to 19c.
