CNE: DELETE_CUSTOMER Fails on ECE 12.0 PS3 IP2 (Doc ID 2732287.1)

Symptoms

In the current scenario, two accounts are created in a hierarchy:
   - one Billing Account (Parent)
   - one Service Account (Child)

When trying to delete the Service Account by using PCM_OP_CUST_DELETE_ACCT opcode, the following error can be seen in Elastic Charging Engine (ECE) and the order fails on Billing and Revenue Management System (BRM) , too:
