Data Collections Request Failing with Errors ORA-12801, ORA-02097 and ORA-48912 (Doc ID 2732501.1)

Symptoms

When attempting to run complete refresh data collections in a newly created instance, some data collection requests have been reported to fail with error

ERROR

[23-OCT-2020 09:59:52]: **Starts**
[23-OCT-2020 09:59:54]: **SQL error and free**
[23-OCT-2020 09:59:54]: ORACLE error 12801 in FDPSTP

Cause: FDPSTP failed due to ORA-12801: error signaled in parallel query server P003
ORA-06512: at "APPS.MSC_CL_ITEM_ODS_LOAD", line 2199
ORA-02097: parameter cannot be modified because specified value is invalid
ORA-48912: The specified trace filename is too long


The following have been reported as failing with message above

The issue can be reproduced at will with the following steps:
1. Enter the application.
2. Run complete refresh data collections.
3. See the above failure.
