Cannot Open The Demantra Log In Page After Upgrade To 12.2.9 Version (Doc ID 2732585.1)

Symptoms

On : 12.2.9 version, Technical,Non-Production Environment

ACTUAL BEHAVIOR
---------------
Tomcat does not open the Demantra page
TOMCAT 9.0 was installed to access Demantra, but the Login page does not open.

EXPECTED BEHAVIOR
-----------------------
Tomcat opens and starts, can open Demantra page

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgrade to 12.2.9 and applied all generic patches
2. Tomcat is not Installed
3. Cannot open Tomcat
4. Installed Tomcat 8 in a separate directory
5. Copied the Conf directory into tomcat 8,
6. Copied the java classes odbc8 and jstl2 to the lib directory.
7. Tomcat starts
8. Cannot log in to Demantra Log in page
