Symptoms
Purchase one time discount on the one time products, discounts are not getting triggered and applied.

STEPS -
The issue can be reproduced with the following steps:
1) Create a one time discount in Pricing Design center (PDC) and check the success/failure of it in Batch Rating Engine (BRE)/RealTime Rating Engine (RRE) logs.
2) Once the discount is created in BRM, create customer with PCM_OP_COMMIT_CUSTOMER and purchase services/product (one-time) and discount (one-time created in step-1) on it using PCM_OP_MODIFY_CUSTOMER.
3) Verify in items and Events that there is no discount applied for one-time.
