Wrong Charge During Re-Rate (Doc ID 2735100.1)

When the usage charge for an event was changed and re-rate is run, it can be seen that the initial balance impact is not reconciled anymore.

Scenario is like this:

I. 1st update:
Product is purchased (Conditional RUM granted):
    : Conditional RUM granted: Amount == -79.2 on Resource_Id 1000242
    : Usage generated: Amount == 20.51 on Resource_Id 1000242
    : Final balance will be: -79.2 + 20.51 == 58.69  ======> Expected.

II. Run re-rate (usage charge changed):
  : -79.2 grant again conditional rum;
  : -20.51 revert of 1st rated impact amount;
  : +10.25 new rated impact ==> re-rated impact as expected
Resource_Id 1000242. Amount = -89.46 =====> Wrong: -79.2 + (-20.51) + 10.25 == -89.46

Expected current balance after re-rate:
-79.2 + 10.25 (event Impact)= -68.95 (expected balance of customer for resource id: 1000242)

It can be seen that pin_rerate "forgets" about the initial charge of 20.51 and thus the final balance of -89.46 instead of -68.95.
