Payment Tool INI File Not Getting Updated With Login Details (Doc ID 2735244.1)

Goal

As a workaround, an user has modified the PaymentTool.ini and copy it to the below folder to see if the login error can be resolved:

C:\Users\<USERNAME>\AppData\Local\VirtualStore\Windows\

But, this PaymentTool.ini is not getting updated with last login details when the user launches the payment tool the second time.
 
Why the Payment Tool 7.x runs on the jump server is able to use U:\Windows consistently for the INI file, whereas 12.x can not?
Note that the user was able to use C:\Windows when running Payment Tool as administrator rather than the simple Windows user.

Is it possible this is a critical difference (i.e. "Run as administrator") in combination with some sort of redirects of the "Windows" directory reference from C: to U:?
How Payment Tool works for machine administrator vs regular user even when they are the same login on the machine as for the user's laptop?
