Unable to login to application post upgrade from 807x to 8.1

Symptoms
On : 8.1.x version, Administration_OFSS
When attempting to access application after upgrading applications to 8.1.x,
the following error occurs on UI.
ERROR

Error Message: javax.servlet.ServletException: Filter [FilterServlet]: could not be initialized
Error Code: 500
