Disabling auto trigger for failed payments when the EDQ web services is down in TF (Doc ID 2735765.1)

Symptoms

Swift messages are inserting in sequence in FSI_RT_RAW_DATA table even when the EDQ web service is down.

Steps to reproduce :

Step 1 : Stop the EDQ service like BIC out of 6 services in EDQ Director

Step 2 : Post the swift message in sequence.

Step 3 : Check in FSI_RT_RAW_DATA table for failed payment messages.

Expected result :

Messages should not be loaded when the EDQ services is down.

Actual result :

Auto trigger functionality does not work and alert is not created.
