RPAS: ExportMeasure Failure "exportMeasure Got Rpas exception: FileException"

Symptoms
When two local domains that have the same lowest folder name, exportMeasure fails with “FileException Could not open file… Unix's errno 2; No such file or directory”. We have just upgraded to Version 16.0.3 and this worked in the 16.0.1 version.
We have two departments, 123_789A and 123_789B, residing in two separate local domains, as follows:
Dept: 123_789A resides in the sub-domain 1 path: /rpas/ldom_1/Planning/123_789
Dept: 123_789B resides in the sub-domain 2 path: /rpas/ldom_2/Planning/123_789
The lowest level directories share the same name “123_789”, even though they contain two different departments.
When exportMeasure is run, we encounter the below error:
Error message: exportMeasure Got Rpas exception: FileException
Could not open file '/rpas/primary_domains/Planning/output/measure.txt_pre.123_789'. (Unix's errno 2; No such file or directory)
Workaround: Ran reconfigGlobalDomainPartitions to move both departments into a same local domain, which allows exportMeasure to run successfully.
