SPP: Supply Not Distributed As Per Fairshare Logic (Doc ID 2736564.1)

Symptoms

On : 12.2.5 version, Memory Based Planner in test instance

ACTUAL BEHAVIOR
---------------

There 5 warehouses. They are currently adding a new warehouse (org) WH1.
There are two supply chain scenarios being tested:

SCENARIO 1:
--------------------
Supplier => WH1 => Remaining 5 warehouses

SCENARIO 2:
-------------------
Supplier => WH1 => WH2 => Remaining 5 warehouses

There are demands across all 5 warehouses. All sales orders. All past due.
There is only one PO in WH1 which is constrained and cannot meet the demand from all warehouses.
The expectation is that since the supply is constrained, fair sharing of the supply should happen and the supply is shared as per the ratio of demands across all orgs.
However in both the above scenarios the supply is being pegged to full demands from certain warehouse and the demand for one warehouse is being met using a planned order in WH1.

EXPECTED BEHAVIOR

Expect that the fair share allocation of supplies should happen based on the ratio of demands.

STEPS

The issue can be reproduced at will with the following steps:
1. Enter the application.
2. Run the SPP Plan.
3. Observe the above behaviour
