MSS 6.3.1 | ASR 61 Order creation using Web service

ACTUAL BEHAVIOR
============

While creating an ASR order using "importTransportReq" , the order is failing with the below ERROR .
    


   PON: ABCDXXX | FORM : Admin |:: ACTL is required to be 11 alpha/numeric characters.

 
 
EXPECTED BEHAVIOR
==============

MSS should not throw an error and the ASR order should be created in MSS

Steps
====

1-Try creating an ASR order using importTransportReq .
2-Give {8 byte CLLT} in this tag .
