OCSC Overload Protection Does Not Work (Doc ID 2737035.1)

Symptoms

1, It is found there is no 'Enabled' parameter under "OCSB -> Tier Management ->Overload and Tracing -> Оverload Protection Methods" as described in OCSG User Guide.
2, The Overload Protection does not work, when OCCAS-SC enters overload condition it do not reject new sessions with configured SIP protection methods. It just remain silents.
