Symptoms

On : 2.3.0.2.0 version, Web Switching

Instructed SCADA control switch plan steps complete when they should not

If a switch plan contains a step to issue a SCADA control requesting that a digital point change to 0 and NMS receives an update for that point where the status is still 1 (perhaps because a quality code changed) the instruct remains in the viewer but the switch plan step completes incorrectly.
