Symptoms

Project publication logs show step 22 or 44 as taking a long time to run.

For example:

2020-12-02 11:58:15:[SERVICE]:[PxService]: [22/44] [Activity](BRE)
Success[true], Start[2020-12-02 11:22:49], End[2020-12-02 11:58:05], Elapsed[2115.783s], Count[27178], Throughput[12.845/s], Pages[363], Inserted[27178], Updated[0]

For the insert of 27,178 records, it is taking 36 minutes.
