Empty Items Option Displayed Within The Foundation Data Menu (Doc ID 2737985.1)

Symptoms

Empty Items option within the Foundation Data menu is displayed when ITEM Inquiry and ORG Hier Inquiry duty is given.
Although it does not show anything , but create confusion for User.

Steps:

1) Provide ITEM INQUIRY and ORG INQUIRY roles to User Group which is assigned to specific user.( Say User1)
2) Login with above User 1
3) See Within FOUNDATION DATA-> ITEMS option displayed, it should not as client does not have any  privileges
