For Every First Trial Bill Created On Account, Accrual Calculation Batch Errors Out (Doc ID 2739000.1)

On : 2.9.0.0.0 version, MICC Transfer to TSC

For every first trial bill created on account, accrual calculation batch errors out record with:

'The account 0838379538 does not have Historical bills.’

which is expected as no historic bills are present on the same account. But at the same it should process actuals based on trial bill. But currently if no historic bill is  found, it does not process actuals as well.

This issue occurs only when accrual is running for the first time for a particular account.

Please explain this behavior.
