Unable to Load Rulebases after Restarting Apache Tomcat

Symptoms
After restarting Apache Tomcat server, unable to load all the rulebases from Oracle Policy Automation.
The issue can be reproduced at will by following these steps:
----------------------------------------------------------------------
1. Restart OPA services hosted on apache-tomcat-7.0.105:
a. stop.sh and start.sh in tomcat /bin directory
2. Able to bring up the Apache instance without loading the OPA rules.
3. When all the OPA rules are included, startup is failing.
