Wholesale Billing Fails

Symptoms
Scenario:
One is implementing a new feature of wholesale billing but below error is reported in dm_oracle.pinlog
Steps to reproduce the issue:
1. Enable wholesale billing (pin_bus_params bus_params_billing.xml)
2. Create business profile for wholesale billing (load_pin_business_profile pin_business_profile.xml)
3. Update parent billinfo to wholesale billing business_profile using below opcode

4. Run billing for non-paying accounts (which was successful)
5. Run billing for parent account and it failed with above error.
