After Database 19C Upgrade, All PFT Allocation Rules Are Failing With Errors "ofspa: error while loading shared libraries:" (Doc ID 2739931.1)

On PFT after database client 19C upgrade, none of the PFT allocation rules are running. The following error is found the $FIC_DB_HOME/bin/nohup.out


./ofspa: error while loading shared libraries: cannot open shared object file: No such file or directory

Other batches are executing without issue including  Table to Table (T2T) and Instrument Table Validation batches


 Upgraded database and database client on OFSAA server to 19.3 / 19c version.
