Excel Upload - Template based access restriction needed (Doc ID 2740497.1)

Goal

Requires the Excel Upload templates have an access restriction based on segment or group. Currently, any user who has the access to Excel Upload screen can navigate through all list of Excel Templates. This needs to be modified to have access to form based on certain criteria.
