No feedback message received in JMS Queue for the payments in TF

User not received the feedback message for the payments.
Steps to reproduce :
Step 1 : Post the message through jsp
Step 2 : Open weblogic console and goto JMS module
Step 3 : Check for response in JMS Queue
Expected result :
Response should be generated and present in JMS queue
Actual result :
No response received in JMS queue.
Issue Encountered :
Static.property file has been configured recently
