Symptoms

Incremental sync of customer/account is not working after upgrade from ECE (Elastic Charging Engine) 11.3.0.9.2 To 12.0.0.3.0
When one is trying to sync one customer from BRM(Billing and Revenue Management) to ECE by starting customerLoader. we can see in customerLoader log it is trying to sync all customer from BRM.
