ECE Rating Is Not Happening After Installing The 12.0.0.3.3 Patchset (Doc ID 2742638.1)

On Oracle Communications Elastic Charging Engine (ECE), 12.0.0.3.0 version, Rated request persistence layer

User upgraded from ECE 12 Patchset3 Interim Patch1 to ECE 12 Patchset3 Interim Patch3 and observed the ECE rating is not happening. Both offline and online rating is not working post 12.0.0.3.3 upgrade. User observed the Call Detail Records (CDR) is successful at the ecs node, but the rated event is failing to get formatted using the Rated Event Formatter (REF) with the following error:

The issue can be reproduced at will with the following steps:
1. Upgraded from ECE 12 PS3 IP1 to ECE 12 PS3 IP3
2. Did rollingUpgrade ( even started the complete ECE )
3. Processed test123ip.cdr
4 Event came in RatedEvent cache
CohQL> select * from RatedEvent;
Results
RatedEventEntryImpl{partition=1, creationTime=1608622831000, sessionId=0000050201, ratedEvent=Binary(length=4960, value=0x1580F70200B2F70280F7028E1101845900B6598...)}
5. But see an error in REF side logs.
