Unable To Generate Negative Consumption VEE Exceptions In MDM

According to the Negative Consumption Check algorithm description, the Negative Consumption Check rule will only log an exception if the measuring component type is configured to "Not allow negative consumption".
However, when the MC Type is configured to not allow negative consumption, when the IMD is processed through the VEE Ready state, algorithm D1-PRCLSCIMD calculates the consumption as 0, causing the Negative Consumption Rule to never trigger an exception.

If the Measuring Component Type is configured to "Allow Negative Consumption", the algorithm, D1-PRCLSCIMD correctly calculates the negative consumption quantity, but the Negative Consumption VEE does not trigger an exception.
