Connection Type getting used -> null

Error while initializing ApplicationResources.
java.sql.SQLRecoverableException: IO Error: Connection reset

Increase the value for the parameter SQLNET.INBOUND_CONNECT_TIMEOUT in the sqlnet.ora in the Oracle Database
