Symptoms

On : 5.6.0.0.0 version, RateManager

IBFA not able to send the confirmation email that follow a loading async of packages

The IBFA does not send the confirmation email that follow normally the loading async of packages from the IBFA UI.

ERROR
-----------------------
* Message: System.Net.Mail.SmtpException: Failure sending mail. ---> System.Net.WebException: Unable to connect to the remote server ---> System.Net.Sockets.SocketException: No connection could be made because the target machine actively refused it xxx.0.0.1:25
* Message: System.Exception: An error has occured while sending your email request. Please check your email server Event Viewer for details.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
From the IBFA UI, select a couple of packages that are not loaded and execute the command Load. In the dialog window, select a valid email account and click OK.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, email notification is not sent when loading async packages.
