BEA-101216 Deployment Errors for “failed to preload on startup in Web application” During Startup Using Patch 31459266: MSS_6_3_1_B192 or Higher Running on WebLogic Server (Doc ID 2744017.1)

After installing or upgrading to MetaSolv Solution version 6.3.1.b192 (Patch 31459266: MSS_6_3_1_B192) or higher that is deployed on a WebLogic Server domain, the tbs.exe client application does not work and displays a blank white screen immediately after logon. The WebLogic Server appears to have started correctly. The Administration Console is accessible. The console shows the server in a RUNNING state and its health as OK. The console also shows each application's state and health under Summary of Deployments as Active and OK respectively. However, there are unexpected errors in the log files during startup and the Runtime Information page is not accessible.
