CIOMS II Line Listing Against DLP Data is Taking More Than 3 Days to Complete - Why ?

Reports such as CIOMS II Line Listing when run on DLP are taking a long time to complete (Native Argus runs are fine).
There is a known Bug 25421664 logged for this per Note 2435993.1 - Aggregate Reports e.g. CDA, Case Listing and CIOMS II LL Reports Are Slow to Complete.
However solution did not resolve in this case, since did not observe any issues with PKG_DLP.P_GET_CASE_REVISIONS_FOR_DATES function. This function completed in few seconds.
However, the report did not appear to make any progress after updating the user_case table (Confirmed by running Argus SQL*Times logging)
