Stack Trace Reported When RequirementName Element Is Missing Or Available With A Blank Value (Doc ID 2744618.1)

Symptoms

On : 11.2.0.7 version, General

OIPA generates Stack Trace when RequirementName element is missing or available with a blank value.
As per OIPA documentation, RequirementName and RequirementGUID are optional elements for ProcessRequirements rule which is not true.
