RTWN Not Triggered Due to Buckets with Future Start Dates

Symptoms
On all versions of Oracle Communications Network Charging and Control (OCNCC or NCC), up to and including 12.0.3.0, there is an issue with Real Time Wallet Notifications (RTWN) not being generated for fully consumed buckets where there is another bucket with a future start date.
To reproduce this issue :
1. Create a new Charging RTWN with the threshold set to 0. This means for a given Balance Type (BT), once all the funds have been consumed, this RTWN will be triggered
2. Allocate the new RTWN to the applicable Product Type (PT)
3. Find a subscriber (or create a new one) with the PT from Step 2 and create 2 buckets for the same BT. Make sure 1 bucket has a start date in the future and 1 is currently usable
4. Exhaust the funds in the usable bucket by any method such as actual traffic or just zero the balance via the screens
Observe no RTWN is triggered/generated.
