ACTUAL BEHAVIOR

SIO not being created for Measuring Component with MOST_RECENT_NON_EST_MSRMT_DTTM value null .

The Prolonged Estimation Check VEE Rule is checking on MOST_RECENT_NON_EST_MSRMT_DTTM field of the MC to create exception.

When this field is null, an exception is not raised even though the DAYS OF ESTIMATION ALLOWABLE is set to 4 and there are estimated reads on MC for more than 4 days.
