Backdate Purchase Of Cycle_forward_annual Product Results In Missing Grant For Current Period (Doc ID 2746600.1)

Symptoms

On Billing and Revenue Management (BRM) 7.5.0.22.0 version, when existing account is purchasing a product which includes a cycle forward annual event to impact(credit) two non-currency resources, with a backdated usage/cycle/purchase start date (01-may-2019) and future usage/cycle/purchase end date (31-may-2021), balance impact as per output flist of op_rate_and_discount contains only balance impact corresponding to first year (01-may-2019 to 01-may-2020).

To be noted this purchase is made on 21-oct-2020.

While op_subscription_purchase_product is executed it can be seen that initially scale is correctly calculated as "2":

It is expected balance impact will have amount calculated for two years.
