Unable to open the User Group Maintenance Screen (Doc ID 2747178.1)

Symptoms

When we click on User Group Maintenance screen it shows the below error.

[1078] No Users Found

We can see the below error in the SMSService.log file.

java.sql.SQLDataException: ORA-01858: a non-numeric character was found where a numeric was expected

               at oracle.jdbc.driver.T4CTTIoer.processError(T4CTTIoer.java:450)
               at oracle.jdbc.driver.T4CTTIoer.processError(T4CTTIoer.java:399)
               at oracle.jdbc.driver.T4C8Oall.processError(T4C8Oall.java:1059)
               at oracle.jdbc.driver.T4CTTIfun.receive(T4CTTIfun.java:522
