Bill Search Not Working As Expected (Doc ID 2748102.1)

Symptoms

When we search for bills on CCB using Bill Characteristics the bill amount is seen as 0 for all bills. We tried several browsers with different bill characteristics, but the issue remains.

EXPECTED BEHAVIOR

When we search for the bills using Bill Characteristics we should be able to see the current amount for the bill search.

STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Perform a Bill Search
2. On the "Bill Search" page, select Characteristic type and value.
3. Click Search.
4. The bill amount is seen as 0 for all bills.
