Scheduled Valuation Executing Through Cycle Does Not Shut Down (Doc ID 2748154.1)

Scheduled Valuation executing through Cycle does not Shut Down.
After deploying V10.2.0.36 and testing the cycle job (510D) that executes ScheduledValuation via cycle.
The DailyValuation activity runs successfully and values all policies however the cycle job is not shutting down.

The issue can be reproduced at will with the following steps:
1. Upgrade from V10.2.0.20V to V10.2.0.36.
2. Before executing the job, deleted all existing data from AsTask, AsValuesRequest, AsCycle and AsCycleDetail.
3. Remove the Primary Key Index on AsCycleDetail and re-run the Scheduled Valuation job through cycle.

*** This time, the job completes successfully however there were 2 identical rows of data inserted into AsCycleDetail.
