On : 11.2.0.27 version, General

ACTUAL BEHAVIOR
---------------
User cannot add a policy to a ListBill without performing a full policy search.
This is a user experience issue that requires additional clicks and navigation to unnecessary screens.



EXPECTED BEHAVIOR
-----------------------
Users should be able to add Policies to the list bill without performing a full search.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. User navigates to ListBill Screen.
2. Selects +Add.
3. User enters PolicyNumber and tabs from field: OnChange populates policy level information in fields.
4. User selects "Add New Bill" combo field value.
5. User clicks "Save".

*** Error displays due to missing PolicyGUID.
