Links Should Still Function if a PolicyField is Disabled By Policy Status (Doc ID 2748269.1)

Symptoms

On : 11.2.0.23 version, General

ACTUAL BEHAVIOR
---------------
The Link associated with a LinkExternal configured PolicyField is also disabled when the Policyfield is disabled as a result of the DisablePolicyFields configuration.


EXPECTED BEHAVIOR
-----------------------
The Link should still remain active/usable.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add associated configuration example to Policy Screen configuration.
<Field>
<Display>Document Link</Display>
<Name>documenturl</Name>
<DataType>LinkExternal</DataType>
<DefaultValue>https://www.oracle.com/</DefaultValue>
</Field>

2. Configure DisablePolicyFields in a similar example and transition Policy status to a disabled status:
<DisablePolicyFields>
<DisabledStatus>01,04,05,16,17,19,21,22,26,39,50,51,53,54,55,59,60,62,73,74,79,80</DisabledStatus>
</DisablePolicyFields>

3. Notice that the associated Link is now disabled and not usable
