DIH Connector File to Table Load Fails With 'ORA-00001: unique constraint (<ATOMIC USER>.PK_837) violated' (Doc ID 2749873.1)

When executing a DIH Connector that loads from a file to a table, you get an ORA-00001 error in the CON_<INFODOM>_<NAME>_20211231_1_TASK1.log:

Caused By: java.sql.SQLException: ORA-12801: error signaled in parallel query server P001
ORA-00001: unique constraint (<ATOMIC USER>.PK_837) violated
ORA-06512: at line 43

You cannot locate any data that violates the primary key constraint in the data file.  You even tried dropping the primary key and constraint but you still get the error after un-publishing and republishing the Connector.
