Unable To Create Proxy Account In Student Portal (Doc ID 2750200.1)

When logging in as a student, I should be able to view profile and click on a "+" button next to "2 ADD/EDIT PROXY PORTAL ACCESS". However, the + button is not displaying, which is not allowing me to create a PROXY account.

- Release Directory Info set to NO
- Logged in as an ADMIN and verified the Enable Delegated Access is selected in the Portal settings.
- I have attempted to create a new PROXY Role with identical access as the Default Proxy account, and still no "+" option appears.
- The student account is active and has the "Manage Proxy Access" button selected.
