ACTUAL BEHAVIOR

When a work order is published from PS application, the start and end dates for the finished operations are updated.
EXPECTED BEHAVIOR

PS should not updates Start and End dates for finished operations
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open PS
2. Publish work order with partial progress (some of the operations are completed)
The main problem is work order Start Date is updated to wrong data, and the client loses information about the actual start date of the work order.
