Opening associated document from the Safety List that shows as unassociated throws nullpointerexception

When attempting to open a safety document from the safety document list that doesn't reflect the actual safety association NullPointerException error is shown.

This issue can be recreated in a 2.3.0.2 QA environment.

The issue can be reproduced at will with the following steps:

If you have the safety document setup to dynamically update, then you will need to attempt this scenario in the middle of a dynamic update.
On 2.3.0.2, all safety lists require manual refreshing to get the updates.

- Create a standalone safety document and a switch sheet.
- Display the safety document list.
- Associate the safety document to the switch plan.
Note that there is no sheet number in the Sheet # column of the safety document list.
- Attempt to open the safety document from the Safety Document List.
