Threshold Should Be Supported Through UI As Well as ICC in Case of Custom Check (Doc ID 2751795.1)

Symptoms

Threshold should be supported through UI as well as ICC in case of custom check.

1. All the DQ check should support threshold because currently custom check breaching threshold are getting recorded correctly in table "DQ_AUDIT_TRAIL" but not leading to ICC batch failure. Since the batch is not failing, users are not getting notified if any custom DQ check is detecting bad data.
2. The intent of custom check is to cater to complex data quality requirement which cannot be achieved through normal DQ check type so they should behave similar to other check types.
