PDC 12PS3 Upgrade Issue on Weblogic 12.2.1.4.0 (Doc ID 2751831.1)

Goal

One user is planning to upgrade Pricing Design Center (PDC) and WebLogic application.

Following the below steps, one observed few issues:
1. Installed WebLogic 12.2.1.4.0 in new oracle home
2. Upgraded the domain from 12.2.1.3.0 to 12.2.1.4.0, the domain has PDC12 PS3 configuration which was up and running
3. After step 2,  the PDC console is not accessible.
